What is custody transfer measurement and why is it critical?

Custody transfer measurement is gas flow measurement at the point of ownership transfer (between producer-buyer or among PSC partners). The values are very high — a single LNG cargo can be worth USD 50-100 million — so measurement accuracy is critical. Systems must comply with AGA/API standards and be periodically calibrated by independent agencies approved by SKK Migas.

How does pipeline leak detection technology work?

Modern pipeline leak detection uses a combination of methods: (1) Negative Pressure Wave — detects pressure waves when a leak occurs; (2) Mass Balance — compares flow in and out of pipeline segments; (3) Fiber Optic Distributed Sensing — fiber optic cable along the pipeline detects temperature and vibration changes. These systems connect to SCADA for automatic alarm activation.

Do LNG plants need a Safety Instrumented System (SIS)?

Yes, mandatorily. LNG plants are high-risk facilities requiring SIS meeting Safety Integrity Level (SIL) per IEC 61511. The SIS is an independent system from the DCS that performs emergency shutdown (ESD) when dangerous conditions are detected. SIS must be proof-tested periodically to ensure reliability.
